THE NEW PATRIOTS OF THE CONSTITUTION

 

The constituent assembly (CA) faced the question of what Ugandans should do, if a rogue abused Uganda`s primary law that they painstakingly deliberated up on, similar to Milton oboe prime minister`s abrogation of Uganda`s independence constitution.

The CA`s robust response which I suspect originated from the NRM`s notational chairman, was that such an abuse should be restated.

The actions of two individuals that symbolized the patriotic resistance against constitutional abuse were of Dan Kamanyi and Omubiito Sebastian Kitayimbwa Mumiransanafu. Both died recently. My superstitious beliefs asure me that both received a warm welcome at heaven`s gates, from sir Edward Mutesa and St. Peter for when Obote in May 1966 dispatched col. Idi Amin to attack the lubiri, kamanyi a son of a minister and kitayimbwa, the Saza chief of mawogola, forfeited life comforts, to resist extra-constitutionality.

The 1966 crisis, predates the 24 may Lubiri attack. It is traced to obote`s extra-constitutionality. Yet ironically, he has a key framer of Uganda`s independence constitution without which he would never become a prime minister Executive.

For it allowed the Kabaka to engage in politics and made mengo Bulange an electoral collage to appoint Buganda`s members of parliament, both of which enabled Obote`s coming to power. Then Uganda was a parliamentary democracy. Unfortunately, Obote selectively interpreted this constisution. Abiding by it, when it suited his political interests. Say when he accepted its promulgation, in order to become a prime minister and abrogated it when his government got a vote of no confidence in February 1966, through the famous Daudi Ocheng motion!

By early 1965, the Uganda peoples congress kabaka yekka (UPC-KY) coalition was collapsing because obote had organized a local referendum in the lost counties as a result of which two counties democratically returned to Bunyoro from Buganda. In turn mutesa disbanded KY and encouraged the party members  to join UPC as to directly engage in its internal politics.

Mutesa coordinated with his political allies within the UPC supremos Grace Ibingila, George magezi, balaki kirya and mathias ngobi.

This led to the obote factions losinginternal party elections in late 1965, in bunyoro, ankole, busoga, Buganda and bukedi consequently, obote unilaterally suspended the elections.

In turn, mutesa inta alia conceived and sponsored the daudi ochieng motion to constitutionally unseat obote, who convened a UPC parliamentary caucus meeting on January 31, 1966, which decided to oppose the ochieng motion. However , three days later, on February 4, the daudi ochieng motion received overwhelming support in a parliament dominated by UPC.

Democratic 2020 presidential nominee Joe Biden and his republican rival, President Donald Trump, traded blame on Monday over violence in the US cities.

“He Is supposed to be protecting this country. But instead he is rooting for chaos and violence.” Bidden said in a speech in Pittsburg, Pennsylvania referring to trump. “he cant stop the violence because for  years he has fomented it”

The former US vice president went on to criticize violence in cities, such as Portland in Oregon and Kenosha in Wisconsin, which came amid protests against police brutality and racial injustice.

“I want to be clear on about this; Rioting is not protesting. Looting is not protesting. Setting fires is not protesting” Biden stressed. “None of this is protesting-it is plain and simple”

And those who do it be prosecuted. Violence will not bring change, only destruction. It is wrong in every way. It divides instead of unites” he added.

In Kenosha, protests have erupted after 29-year old African American man Jacob Blake who was shot in the back by a police officer during during arrest a week ago, which grew chaotic and violent at times when a teenager opened fire and killed two of the protestors.

Earlier this year 2020, a 46-year old African American man George Floyd after a white police officer knelt on his neck for nearly 9 minutes during an arrest in Minneapolis, Minnesota. His death went viral worldwide. Trump has largely focused on violent aspects of the protests and sought to high light his “law and order” message in days leading to November election by blaming the chaos and violence on democratic governors and mayors and doubling down on his support of police officers.

Biden who has made improving race relations a pillar of his white house bid , has accused trump of fanning the flames of hate and division and using the politics of fear to whip up his supporters.

Trump visited Kenosha yesterday, “to meet with local law enforcement and survey damage from the recent riots”. According to the mayor john Antaramian, adding it was not good timing for him to visit.

Although his democratic challenger Joe Biden has talked by telephone with the Blake family, trump also ruled this out saying the relatives wanted a family lawyer to be in on the call.
